Yes indeed. In the article I say "truly random" to distinguish from pseudorandom, as it is commonly used when discussing sequences of random numbers obtained from a source like a hardware random number generator (HRNG). For instance, the wiki page for one-time pads (https://en.wikipedia.org/wiki/One-time_pad#Problems) discusses the problem of generating significant quantities of "truly random" numbers.

I suppose an audience that might not be familiar with how PRNGs or HRNGs work could find the term "truly random" to be a bit opaque. I've updated the paragraphs in the article where I discuss this issue to clarify this concept. Thanks for commenting!
